The phrase as-built drawings could carry a different meaning amongst different people. Below is a partial list of how different professionals may use the phrase.
Before listing the different uses of the phrase, let us first look at some commentary from the AIA on this topic.
Since the phrase as-built drawings often causes some confusion within the AEC industry, the June 2007 AIA Best Practices document titled Terminology: As-Built Drawings, Record Drawings, Measured Drawings addressed this matter. In doing so the document defined three terms as follows:
As-built drawings: As-built drawings are prepared by the contractor. They show, in red ink, on-site changes to the original construction documents.
Measured drawings: Measured drawings are prepared in the process of measuring a building for future renovation or as historic documentation. They are created from on-site measurements.
Record drawings: Record drawings are prepared by the architect and reflect on-site changes the contractor noted in the as-built drawings. They are often compiled as a set of on-site changes made for the owner per the owner-architect contract.
With these definitions now at hand, the different uses of the phrase as-built drawings can be better explored.

In day-to-day casual business conversation, Architects, Drafters and Engineers sometimes adapt the phrase to mean:
Def.: Drawings of an existing structure that were created from field measurements.
This type of as-built drawing is typically simple and created from measurements taken with a hand held laser distance measuring device and hand held tape measure.
Also, it should be noted that there are a whole host of other phrases that Architects, Drafters and Engineers sometimes use interchangeably for the phrase as-built drawings. Those phrases would be: architectural as-builts, as-builts, as-built conditions, as-built documentation, as-built plans, existing conditions drawings and measured drawings.
Def.: Signed and sealed drawings that document the as-is geometry of a particular item, via an as-built survey performed by a licensed Surveyor.
